About This Call

The Hawai'i State Foundation on Culture and the Arts, Art in Public Places Program is requesting qualifications from individual artists for a 48"h x 36"w portrait of the Governor in oil or acrylic medium on linen canvas. Through this call, the program intends to establish a qualified pool of professional artists for consideration.

The project budget is approximately $40,000, with final budget to be negotiated based on proposal. The contract amount covers all artist services including trip expenses (airfare, hotel, car, and per diem), artist's fee including tax and retainer, frame and plaque, crating, shipping, insurance, and any other costs required to complete the project. This RFQ is open to artists nationwide, with Hawai'i artists given special consideration. A Hawai'i artist is defined as one who was born and/or educated in Hawai'i regardless of current residence; obtained major artistic training and development in Hawai'i; is a Hawai'i resident; or has made significant impact in Hawai'i through exhibitions, installations, and/or commissions.

Applicants must submit a resume, artist's statement, and ten (10) images of completed painted portraits. Selection will be based on artistic merit as evidenced by digital representation of past portrait work, appropriateness of the artist's medium and style relative to project goals, and experience with projects of similar scale and scope. After the application deadline, HSFCA staff will screen applicants for compliance to establish a qualified candidate pool for presentation to an Art Advisory Committee. Up to five semi-finalists may be asked to develop a proposal. The selected artist must obtain a General Excise License from the Hawai'i State Tax Office and a certificate of vendor compliance from Hawai'i Compliance Express before contract award.
