About This Call
The City of El Paso Public Art Program seeks to commission a professional artist or artist team to design, fabricate, and install site-specific artwork for the Schuster Avenue Reconstruction Project, which extends from Prospect Street to Campbell Street. The project includes full street reconstruction with new roadway pavement, bicycle facilities, sidewalks, stamped concrete crosswalks, parkway improvements with street trees and landscaping, and dark sky compliant decorative lighting fixtures. Materials selected must be appropriate for a high-use environment, weather resistant, and low maintenance.
The total project budget is $200,000 to include design, fabrication, and installation. This all-inclusive budget must cover design fees, travel expenses, all materials and fabrication costs, insurance costs, engineering expenses, shipping and transportation to the site, and installation costs. The selected artist will collaborate with the City and stakeholders to generate artwork proposals, conduct site research, prepare presentations, and develop construction documents. Work samples should include 1-6 images, with optional audio (0-5) and video (0-5) files.
Applications will be reviewed by an Artist Selection Panel, with the finalist presented to the Public Art Committee for approval. The anticipated selection timeline includes Artist Selection Panel review on October 1, Public Art Committee review on October 9, and notification to the selected artist on October 10. The selected artist will work closely with the master plan design consultant and proceed through design proposal review, final approval, fabrication, and installation phases.
