About This Call
The City of Sisters is conducting a search for an original, large-scale, interpretive public artwork to be a permanent installation in the roundabout at the intersection of US20 and Locust Street in Sisters, Oregon. This roundabout is located at the East entrance to the city and will facilitate vehicular, freight, pedestrian, and bicycle traffic. The center of the roundabout is designed to feature interpretive artwork expressing the theme of Western Heritage and Culture, serving as a "Welcome" feature to visitors of Sisters and the Central Oregon Region. The artwork will provide a visual focal point that results in lower traffic speeds and aesthetic enhancement for the community.
The total project budget is $175,000 to include permit fees, stamped engineering drawings, subcontractors, footings/excavation, delivery, insurance, travel, restorative landscaping, installation, and a traffic mitigation plan as per City and Oregon Department of Transportation (ODOT) permit requirements. Artists must submit an artist statement (no more than 4000 characters), contact information, description of comparable project experience from the last 12 years, description of interest in this specific project, one site-specific concept design comprising a maximum of four samples from at least two perspectives, and six digital images of completed past works of art or public art from the last 12 years showcasing sculptures/installations in outdoor spaces. Work samples must include title, medium, dimensions, year completed, budget, and city/state. All materials must be submitted in digital format according to CaFÉ specifications.
The selection process consists of two phases. Phase 1 (RFQ): A selection committee will select up to four Finalists based on artist statement, comparable project experience, artistic excellence on image samples, and site-specific concept. Finalists will create a physical 3D model and receive a $1,750 stipend for travel and design time. Phase 2 (RFP): Finalists will present their model and narrative to the selection committee in person or via Zoom and submit a written narrative describing proposed materials, location within the roundabout center island, how the proposal meets requirements, schedule for commencing and completing the artwork, and a detailed budget. The Committee, with public input, will select a Finalist, and the Sisters City Council will make the final selection. Proposed artwork must comply with ODOT public safety and highway operations requirements, including use of long-lasting materials requiring minimal care, appropriate size and scale compatible with the surrounding area, and no moving elements, water, text, or commercial messages.
