About This Call
The City of Jacksonville, Riverside Avondale Preservation, Murray Hill, and the Florida Department of Transportation are seeking to commission a public art LED lighting system and controller for the Roosevelt underpass in Jacksonville, Florida. The Roosevelt underpass will have an artist create artistic outdoor LED lighting to light the highway bridge underpass. The celebratory lighting installation will enhance the underpass as an entry to the Riverside/Avondale and Murray Hill neighborhoods. The interactive programmable lighting will be observed by pedestrians walking under the overpass as well as motorists driving on the street.
The underpass is constructed of 10 reinforced concrete girders creating 9 spaces between them. The girders are supported by two sets of reinforced concrete pier capped column structures set about 36 feet from the ends, with about 72 foot span over the four lane road under the bridge. The Florida Department of Transportation (FDOT) and the City of Jacksonville will provide the color-changing LED fixtures and controller. The artist selected will only need to design the lighting system and program the controller. The selected artist could propose a new configuration in their design.
The total budget for the design only project is $20,000. The budget includes all costs to the artist: artwork proposals, insurance and 2 total trips to Jacksonville, Florida. The first trip will be a site visit in December 2019. The second trip will be a lighting adjustment site visit in 2021. Artist selection is anticipated for October 2019, with community engagement in December 2019, schematic design completion in January 2020, final design to FDOT Engineering in March 2020, and installation in Fall 2021.
Eligibility: Artists must be over 21 years old, not a student in a formal degree program, and have been practicing as an artist for more than three years. Artists are ineligible if they are immediate family members or business partners of members of the Art in Public Places Committee or Artist Selection Panel. Applicants must be available to visit Jacksonville in person December 2-6, 2019 and able to complete the design by mid-January 2020. Selected artists must maintain Commercial General Liability insurance of $1,000,000/$2,000,000 and list the City of Jacksonville and the Cultural Council of Greater Jacksonville as additional insureds.
Application Requirements: Submit a current professional resume emphasizing public art experience and public commissions, with key public art projects noting engaged government agencies. Upload a minimum of 15 images from 5 completed projects and up to 2 videos (limited to 120 seconds each). Confirm availability for the December 2-6, 2019 site visit and mid-January 2020 design completion. Confirm age, student status, and three years of artistic practice.
