About This Call
This Request for Qualifications (RFQ) is open to artists from New England and New York only. Students are not eligible to apply. The Rhode Island State Council on the Arts and the Rhode Island State Police will commission artwork for the Lincoln Barracks, the largest and busiest barracks in Rhode Island, through Rhode Island's Public Art Law, which mandates that 1% of all state capital construction and renovation funds be allocated to the purchase and maintenance of public art.
The commission budget is $25,000 and is all-inclusive, including engineer fees, permits, installation, lighting, and wiring. Artists may submit proposals for 2D work for the board room or vestibule, or 3D work for the exterior site in front of the building, including the possibility of seating or small sculptures for pre-existing pedestals. There is no limit on media except that electronics will not be considered. One artist or artist team will be commissioned.
At the preliminary selection stage, submit six images of work completed within the past ten years, resumes, and brief descriptions of potential site-specific proposals via CaFÉ. There is no charge to apply. Three finalists will be selected and will each receive a $1,000 honorarium to craft detailed proposals including itemized budgets, scale models, renderings, and in-depth project descriptions. The honorarium includes all travel expenses for site visits and presentation meetings. Final approval rests with the Rhode Island State Council on the Arts governing council.
