About This Call

The Rhode Island State Council On the Arts (RISCA) is commissioning artwork for the Garrahy Judicial Complex, located at 1 Dorrance Street, Providence, Rhode Island. One percent of the parking facility construction budget, totaling $220,000, has been allocated for the acquisition of public art through Rhode Island's Public Art Law. The courthouse is the busiest in Rhode Island, serving approximately 3,500 people daily across Family Court, District Court, and Superior Court, and employs 400-500 people.

This Request for Qualifications (RFQ) seeks permanent artwork for the exterior of the parking garage. The selection panel has determined that artwork that is colorful, bright, cheerful, and/or soothing would be appropriate without compromising the dignity of the court. Durability and sustainability are vital; designs with elaborate maintenance requirements should be avoided. The budget may be used in its entirety in one location or split at the panel's discretion. Selected artists must be prepared to engage with the building's community and comply with the Americans With Disabilities Act.

Submissions must include a current resume for each artist and six digital images of relevant artwork completed within the past ten years. Applications are submitted through CaFÉ with no application fee. If selected as a finalist, artists will receive a $2,500 honorarium to develop detailed proposals including itemized budgets, scale models, renderings, and project descriptions. This stipend covers all travel expenses for site visits and presentations. The final recommendation of the selection panel will be presented to the Rhode Island State Council on the Arts for final approval. The accepted artwork will be owned and maintained by the State of Rhode Island.
