About This Call
The City of Saint Paul seeks qualified artists or artist teams for a public art commission for Highland Bridge, a 135-acre mixed-use development along the Mississippi River in Saint Paul, MN. The development will include residential housing, businesses, new streets, parks, and storm water systems. Four city-owned parks comprising approximately 9 acres have been platted and designed, with two parks named in Dakota language: Uŋči Makȟa Park ("Mother Earth") and Míča Park ("coyote").
Public Art Saint Paul (PASP) is inviting submissions for a Request for Qualifications (RFQ) to identify qualified Artists or Artist-Led Teams with inventive public art practices sensitive to site, environment, and community. The selection process has two phases. First, the Artist Selection Committee will select 3-4 finalists from submitted RFQ materials. Finalists will receive $1,500 to develop design concepts, preliminary budgets, and indicate recommended artwork placement on public land within the Highland Bridge area. One Artist or Artist Team will be selected for a $150,000 commission. The commission fee covers artist fees, design development, fabrication, engineering and drawings, shipping to site, installation, conservation plan, and all related implementation costs.
