RFQ 725-20: Artist to Create Permanent Artwork for SR-138 (SR-14) Avenue M Interchange Roundabout

The City of Lancaster seeks a local artist to create and produce artwork for the SR-138 (SR-14) Avenue M Interchange project. The selected artist will create two sculptures to be installed in the roundabouts, provide artistic design for retaining wall surface applications, and bridge railing architectural treatment. The City intends to enter into negotiations with the selected artist to provide these services. If negotiations are not successfully concluded, the City will enter into negotiations with the next artist on the list.

The SR-138 (SR-14) Avenue M Interchange project, in cooperation with Caltrans and the Metropolitan Transit Authority (MTA), will modify the geometry and capacity of the interchange. Modifications include widening Avenue M and the Avenue M overcrossing from one to up to three lanes in each direction, interchange geometric enhancements, traffic signals or other traffic control improvements, landscaping, intersection modifications, pedestrian and cycling improvements, and public art. The estimated project budget is $500,000.00.

The selected artist will work closely with the City, its Project Management team, MTA, Caltrans, and other affected jurisdictions. Major deliverables include scaled plans and renderings for Caltrans and Metro, structural/engineering details for sculptures, fabrication and delivery of artwork, and certificate of liability insurance. Qualifications must be submitted electronically in PDF format by 2 PM on Monday, August 3, 2020. The City will notify selected artists for interviews by mid-August. Submissions should include a resume (maximum three pages), a letter of interest (maximum five pages), up to ten images of relevant work in JPEG format (1200 pixels or greater, under 5MB each), an annotated image list, and three professional references. The City encourages local artists to participate and to subcontract with local firms to the maximum extent possible.
