About This Call

The City of Raleigh Arts Commission invites experienced artists or artist teams who are United States citizens or permanent residents to submit qualifications to provide site-specific public art for Raleigh's Downtown Remote Operations Facility. Up to three finalists will be selected to develop concept proposals for this project. Each finalist will receive a $2,500 stipend towards their proposal, travel, and related expenses associated with the site visit and interview. There is no fee to submit qualifications. The project budget for the selected commission is $156,750, inclusive of all expenses including design, fabrication, installation, travel, taxes and fees.

The Downtown Remote Operations Facility will be located in Northeast Raleigh on City-owned land east of I-440, between Capital Boulevard and Raleigh Boulevard, north of the Interstate 440 beltline. The facility will house units of the City's departments, including Parks and Recreation, and Public Works. The campus will include multiple buildings and shops for storage, vehicle fleet services, fuel, and engineering, as well as a salt barn and brine facility, surrounded by natural areas, trails, mini parks, and stormwater ponds. Public art opportunities include exterior free-standing artwork at the Vehicle Fleet Services main entry point, artwork that enhances walking trails, retaining walls and mini parks, and artwork that incorporates the stormwater retention basins.

The Artist Selection Panel will evaluate qualifications based on five criteria: artistic merit, placemaking experience, experience in collaborative public art processes, project management experience, and technical expertise. Up to three finalists will visit Raleigh for a site visit and subsequent interview. Finalists are expected to provide renderings and/or a model, as well as documentation indicating scale, materials, preliminary budget and timeline. Finalists will be notified in August 2013, interviewed in October 2013, and the project will be awarded in October 2013. Construction on the Downtown Remote Operations Facility is scheduled to begin summer 2013 and the facility opens December 2014.
