About This Call
The Utah Public Art Program and Utah State Courts are seeking letters of interest and qualifications from artists interested in creating public art for the new 4th District Court Facility in Provo, Utah.
The Provo Fourth District Courthouse is an 8-story, 245,000 square foot facility located in downtown Provo between Freedom Boulevard and 300 West, and 100 and 200 North. The building houses 18 courtrooms serving the Juvenile and District court functions for the Fourth Judicial District as well as court support programs including the Clerk of the Court, Court Administration, Guardian Ad Litem, Probation and Mediation. The building's exterior is clad in precast concrete panels with large expanses of floor-to-ceiling glazing. Interior materials consist of ceramic tiles and veneered wood paneling. A public plaza on the courthouse site addresses the street intersection, and a marble accent wall extends through the level 1 interior public lobby.
The Selection Committee has identified three potential siting areas for public artwork: the southeast exterior plaza (the primary focal point), the black granite clad wall at the south interior of the lobby, and surfaces in the lobby of floors one through eight. The Committee is hopeful the artist's contribution can have a calming influence and acknowledge the influence of law and justice while enhancing the community, client and employee experience.
$330,000 has been allocated by the Utah State Legislature to commission public art work(s) for this facility, covering all costs including travel, installation and related expenses. Finalists will be offered an honorarium to assist with costs associated with time and travel for a full proposal presentation and interview with the selection committee.
Resident American or legal resident artists and artist teams are eligible. Utah artists are encouraged to apply. Art selection committee members, Utah Arts & Museums staff and employees, subcontractors or consultants of VCBO Architecture or Okland Construction are not eligible.
Applications must include a letter of interest (no more than three typewritten pages), up to six images maximum of previous site-specific public work in JPEG format (1920 pixels maximum on the longest side, 72 dpi, under 2MB file size), a pdf document identifying each image with title, year, medium, and dimensions, and a professional resume in pdf format. If work cannot be documented well with still images, a DVD of no more than 3 minutes may be submitted. Complete application packages must be received by March 31, 2017 by 5 p.m. MDT. Applications may be sent by mail, courier, hand delivered or express delivered to: Jim Glenn, Utah Public Art Program, RE: Provo Court, 300 S Rio Grande, Salt Lake City, UT 84101.

The Committee reserves the option to commission more than one artist. The Committee will review applications on April 19, 2017, with finalist presentations and proposals scheduled for June 21, 2017.
