About This Call

The Public Art Committee is seeking designs and plans for a total railing replacement on the eastern side of the Main Beach Parking Lot along Ocean Way at 148 S Ocean Way in Deerfield Beach. The current railing spans approximately 230 feet with 20-foot returns on the northern and southern ends.

Applicants must submit two distinct designs: one addressing the theme of Oceanic Awareness (the impact of humans on the ocean and its lifeforms, and effects on daily life), and one artist-choice design based on research of Deerfield Beach and the local area. All designs must include kinetic features or components as part of the overall design. Materials, design, and palette must withstand the harsh salt air environment and be amenable to ongoing maintenance. Designs must comply with City of Deerfield Beach Building Code for Railings, including 2017 FBC (HVHZ) standards for 170 mph wind speed and ASCE 10-7 design requirements. Decorative aluminum fencing must be designed and sealed by a licensed engineer. The city may opt to include amphitheater-style seating at the center portion, and designs must accommodate this potential modification. Building Department permit fees will be waived.

The selected artist or team will receive up to $150,000, which must cover all materials, labor, equipment, travel, lodging, engineering and contractor fees for code compliance and permitting, and community events. A detailed budget and fee schedule must be included in the application, along with a maintenance budget projection for one year after installation. The selected artist or team must create a time-lapse video documenting design, fabrication, and installation, and arrange community participation events. This opportunity is open to artists in the Tri-County area (Palm Beach, Broward, and Miami-Dade) with proven skills for projects of this magnitude and type. Artists must not be immediate family members or business partners of Public Art Committee or CRA staff members. Applicants may submit up to 2 applications and must provide 5-10 images and 0-2 videos.
