About This Call

The City of Happy Valley is seeking artwork proposals for a public art commission at the King Road Roundabout, a small-scale traffic roundabout at the intersection of King Road and 129th Avenue. The roundabout center island measures approximately 20 feet in diameter and will serve a fire station, police station, and nearby neighborhoods while functioning as a transportation gateway between Happy Valley and Portland.

Artists must submit artwork renderings (front, side, and rear perspectives in JPEG or PDF format), physical specifications (dimensions, estimated weight, and materials), an explanation of how the proposal fulfills design guidance, a purchase price not to exceed $120,000, and conservation maintenance information. The scope of the commission includes artwork design, fabrication, and transportation to the site. The City will provide installation services and companion landscaping. Artwork will be installed in fall 2025.

Design guidance encourages proposals that are locally-relevant and site-specific, interpreting one or more of the following: Happy Valley's racial and ethnic diversity through multicolored mediums or designs; the local landscape, hills, and wildlife; or the adjacent public services (police, fire, schools, parks) through multi-sided or kinetic sculptures. The sculpture should have immediate visual impact for motorists and passersby without requiring close inspection. Water features will not be accepted. Applicants may present existing inventory sculptures provided no other work in that edition is installed within a 75-mile radius of the site. Proposals are due December 31, 2024. City Council will make the final award decision by February 4, 2025, with applicants notified by February 10, 2025.
