About This Call

The City and County of Honolulu Commission on Culture and the Arts seeks to commission a work of art for the Joint Traffic Management Center (JTMC), located at 710 South King Street, Honolulu, Hawaii 96813. The project is open to all artists or artist teams qualified to work for the City and County of Honolulu. The awarded budget for this project is $300,000.00, all-inclusive, covering artist's fees, travel, fabrication, installation, documentation, signage, taxes, and insurance.

The Joint Traffic Management Center, named Hōkū Pa'a (Hawaiian for "North Star" or "Immovable Star"), will co-locate traffic management and response functions of the City and County of Honolulu and the Hawaii State Department of Transportation. The building will be three stories tall, approximately 180 by 120 feet in plan, and is scheduled for completion in summer 2017. The artwork location is designated as the southwestern corner of the building site at the corner of King and Alapa'i Streets. The artwork must be of outdoor durable material, permanently installed, and require no electrical or water service.

Applications must be submitted through the CallforEntry.org online system by March 6, 2016 at 7:59 p.m. Hawaii Standard Time. Applicants must submit a letter of interest (not exceeding 4,000 characters), professional resume (not exceeding two pages), at least three professional references (not exceeding 2,000 characters), and up to seven images of completed works with annotations. Artist teams may apply with a lead artist. Seven finalists will be selected to develop art project proposals and will each receive a $2,000.00 honorarium. Finalist notification is scheduled for May 2016, with finalist presentations in July 2016 and final selection by the Commission on Culture and the Arts in September 2016. All artists must be registered with the City and County of Honolulu's Vendor Self Service System and registered to do business in the State of Hawaii.
