About This Call

The City of Norwalk invites professional artists, artist teams, and community-based art organizations to submit qualifications for the design and installation of public art on the fencing along Ely Avenue. This project aims to enhance the aesthetics of the area, celebrate the community's diversity, and contribute to Norwalk's growing reputation as a hub for arts and culture. A vital aspect of this project is engaging the Ely Avenue community to ensure the public art reflects their values, stories, and aspirations.

The public art will be installed on fencing along Ely Avenue, approximately 450 feet long and between 6 and 8 feet tall, though height varies in spots. Proposals should celebrate the cultural diversity, history, and community identity of the Ely Avenue neighborhood and Norwalk as a whole. Artwork must use durable, weather-resistant paint and materials suitable for outdoor installation and be affixed to the existing chain link fence. A total of $70,000 is allocated for the project, which must cover all costs including design, materials, labor, installation, stipend, travel, and contingency.

Artists are required to facilitate at least one community engagement activity (workshop, listening session, or interactive event) to gather input and feedback from Ely Avenue residents. There is a strong desire to have residents and community members involved in the installation of the artwork. This RFQ is open to professional artists and artist teams from Connecticut with demonstrated experience in public art design and installation. Norwalk and Fairfield County based artists will be given priority. Norwalk natives, or teams that include Norwalk natives, are highly encouraged to apply. Preference will also be given to applicants with prior experience in community-based projects and engagement. Applicants must submit a short biography or resume (500 words or less), a portfolio of relevant past work (minimum 3, maximum 6 examples), and at least three references.
