About This Call
The Eastridge to BART Regional Connector (EBRC) is the final phase of the Capitol Expressway Transit Improvement Project, transforming San Jose's Capitol Expressway into a multi-modal boulevard. This 2.4-mile extension of VTA's light rail "Orange Line" will extend from Alum Rock Station to Eastridge Transit Center, operating on an elevated track in the median of Capitol Expressway with two new stations. The project includes a new elevated station at Story Road accessed by pedestrian bridge and a ground-level station at Eastridge Transit Center with Park-and-Ride expansion. When complete, riders will connect directly to BART at Milpitas Station.
VTA seeks 2 artists or artist teams (one for each site) to create public art that will distinguish the stations as landmarks, contribute to neighborhood vibrancy, and create engaging experiences for pedestrians and transit users. Primary opportunities are located at Story Road and Eastridge Transit Center stations, allowing for both discrete sculpture and integrated plaza enhancements. A wide range of artistic approaches is acceptable, but work must be appropriate for exterior installation conditions.
Eligibility is open to individual artists or artist-led teams working and living in the United States, at least 18 years old with necessary work documentation. Artists must demonstrate experience developing and implementing projects in public space with budgets of $200,000 or greater. One commission is reserved for Bay Area region artists (Alameda, Contra Costa, Marin, Napa, Santa Clara, Santa Cruz, San Francisco, Sonoma, Solano, and San Mateo counties). Each project budget shall not exceed $450,000, including artist fee of $70,000 for research, community outreach, design development, and presentations; up to $350,000 for fabrication and installation; and $30,000 contingency. The artist will enter into a three-party agreement with VTA and the City of San José and must comply with local business licensing and insurance requirements. Work sample requirements: 8 images and up to 1 video.
