About This Call

The City of Napa is seeking qualified public artists or artist teams to design and install a lighted public art project within Downtown Napa's riverfront area. In 2017, the Public Art Steering Committee recommended lighting one of the downtown bridges as a public art project, and the City Council approved this project with a recommended budget of $100,000. The project aims to enhance Downtown Napa's image as a world-class destination, celebrate the river/creek as a sustainable asset within the public realm, and encourage residents and visitors to congregate outdoors and enjoy Napa's riparian environment.

Artists must have experience in the design, fabrication, and installation of public artwork with lighting as a critical focus. Applicants must demonstrate a history of professional activity as an artist, experience managing complex projects including technical competence with fabrication and installation, and the ability to procure and direct subcontractors/consultants. Artists must have produced a minimum of two permanent, exterior public artworks similar in scale and complexity to this project. This RFQ is part of a multi-phase process; up to 3 artists or artist teams will be selected for the RFP phase. The projected schedule includes RFQ submission deadline of February 16, 2018, staff and panel review by February 23, 2018, finalist notification by February 26, 2018, and finalist proposals due March 30, 2018.

Submissions must include a letter of interest, 10-15 images of previous work, an image list with descriptions (up to 5 sentences per artwork), and a resume outlining experience and response to qualification criteria. Project constraints include maintaining structural integrity of bridges (drilling is restricted), abiding by Flood Control District restrictions, understanding permitting requirements from multiple agencies, and complying with the City's Public Art Master Plan.
