About This Call
The DIA Urban Arts Projects Program is an arts-based civic engagement initiative developed jointly by the Art in Public Places Committee (APPC) and the Downtown Investment Authority (DIA) on behalf of the City of Jacksonville. The program promotes community development through urban design and streetscape enhancements with public art installations designed to engage audiences of all ages at the street level.
Phase One of this pilot program focuses on the downtown north bank urban core, bounded by Laura Street and Hogan Street on the East and West, and Duval Street and Water Street on the North and South. This Call for Artist Qualifications Submissions seeks six artists for separate projects totaling $135,562.00: Skyway Walls (Columns) - two projects at $25,000 and $23,000; Traffic Signal Cabinets at $9,000; Bike Racks at $20,000; Street Furnishings at $7,000; and Outdoor Sculpture at $51,562. One artist will be selected for each project, with no artist eligible to win more than one project. Artists may submit qualifications for multiple projects, but each submission must be separate by category.
Eligibility is open to individuals 18 years of age or older residing in Florida, Alabama, Georgia, or South Carolina. Staff, board, and committee members of APPC, CCGJ, or the selection panel are not eligible. Work sample requirements include a minimum of 4 and maximum of 8 images, up to 1 audio file, and up to 2 video files. Selected artists will be required to attend coordination/collaboration meetings and at least one public meeting during design development. Artist budgets cover design, materials, fabrication, delivery, installation, artist warranties for one year after acceptance, and travel/accommodation expenses for meetings and installation in Jacksonville. All artwork must be of high artistic quality, site-specific, structurally secured with tamper-resistant fastenings, capable of withstanding adverse weather and high-traffic public environments, and designed with consideration of public safety. Images containing advertising, obscenity, profanity, or content inappropriate to a public environment are prohibited.
