About This Call
The City of Bloomington's Public Health Division in partnership with the Creative Placemaking Commission invites experienced public artists to submit qualifications for the design, creation, and installation/assembly of a unique, moveable small-scale sculpture or mural. This artwork is meant to serve as a memorial to those lost to COVID-19, and as a reflection on this time in history and the resiliency of the city's residents and employees over the course of the pandemic. Community engagement integrated throughout the process should allow Bloomington's community to shape how their parts of this story will continue to be told and foster community healing. The artwork should appeal to, represent, and reflect the diversity of Bloomington and be welcoming to people of all ages, cultures, races, and backgrounds.
The total project budget is $10,000, which must cover all design modifications, fabrication, engineering, installation, foundations, infrastructure, site preparations, lighting, site visits, transportation, insurance, permit fees, and expenses related to community engagement efforts. The artwork's location will be either in Bloomington Civic Plaza or potentially in a future Health and Wellness Center. Dimensions should not exceed 8 feet by 8 feet for 2D installations and 8x8x8 feet for 3D installations. The piece must be capable of being moved and displayed in both outdoor and indoor conditions if it is a sculpture, and must be built to last at least 10 years.
Eligibility is open to Minnesota residents ages 18 and older with experience in sculpture, murals, or public art. Experience integrating community engagement into project processes is preferred. Applicants must submit a one-page letter describing interest and approach, one-page references from three recently completed projects, one-page biographical information or resume, and 5 to 10 images of recent work. Finalists will be selected by June 2nd, 2023, and must be available for a virtual design presentation on July 10th, 2023. The selected artist or team will be notified by July 14th, 2023, with artwork completion required by May 30th, 2024.
