About This Call
The City of San Jose Public Art Program is seeking an experienced artist to create a permanent memorial to honor fallen police officers in San Jose. This opportunity is open to individual artists or artist-led teams working or living in the state of California. All applicants must be at least 18 years of age and have all necessary documentation and permits to work in the United States at the time of submittal.
The End of Watch memorial will be sited in an exterior public area of the City's Police Administration Building facility. The memorial should be accessible and welcoming to the public, serving as an inviting destination where police officers, family members, and the community can honor the sacrifice made by fallen officers. It should function as a focal point for ceremonies and events such as the SJPD's annual memorial ceremony while providing opportunity for personal experience. The memorial should reflect the values and principles of police service including the seven core values of the San Jose Police Department: integrity, service, courage, innovation, respect, excellence, and diversity. The successful project will be made of durable materials suited to an outdoor urban location, which may include bronze and other metals, stone, concrete, glass, and other media; elements of light and lighting may be part of the design.
The available funding for this public art project is up to $130,000, allocated as follows: $20,000 for design completion from concept development through construction documentation including engineering; up to $110,000 for fabrication and installation, with a mandatory $11,000 contingency hold back. The project funding must cover all expenses related to research, investigation, design, fabrication, and installation of the artwork. The artist is responsible for design, fabrication, and installation within the given project budget and is expected to attend all necessary meetings with stakeholders, police personnel, City staff, and the Public Art Committee. The project must be completed by May 1, 2018. Applicants must review the City of San Jose Public Art Program Design-Fabrication Boilerplate Agreement prior to submitting and will be required to obtain Automobile Insurance and General Liability Insurance coverages in conformance with City requirements.
