About This Call

The City of Napa is seeking qualified public artists or artist teams to design and install a site-specific artwork at the roundabout located near Highway 29 at California, 1st and 2nd Streets. The art site is located in the City's public right-of-way at the southeast corner of 1st Street, featuring an existing concrete sidewalk area of approximately 20 feet by 30 feet with an existing electrical connection. The artwork should not exceed 30 feet in height.

The project aims to enhance Downtown Napa's image as a world-class art destination through an iconic gateway piece that is site-specific, original, inviting, and aesthetically appealing. The artwork must be viewable as a drive-by experience. Restrictions include no wine or grape-related artwork. Evening up lighting is recommended, and other lighting must consider impacts to vehicles and nearby residents. Artists must have experience producing a minimum of two permanent, exterior public artworks similar in scale and complexity to this project and must demonstrate a history of professional activity, experience managing complex projects with technical competence in fabrication and installation, and the ability to procure and direct subcontractors and consultants.

Submissions must include a letter of interest, 10-15 images, an image list with descriptions (up to 5 sentences per artwork), and a resume. The project budget is $300,000 (not-to-exceed), including all design fees, fabrication, transportation, installation, insurance, bonds, and a minimum 15% contingency. The artist will be required to obtain a City of Napa building permit with stamped engineering drawings, installation and lift plan, erosion sediment control plan, and traffic control plan, and must comply with prevailing wage rates and Department of Industrial Relations requirements. A 1-year maintenance warranty is required. The RFQ submission deadline is November 19, 2021 at 5 p.m. Following preliminary review, a selection panel will select up to 3 artists or artist teams to prepare proposals for the project.
