City of Napa 29 Undercrossing Mural RFQ

The City of Napa is seeking a qualified public artist or artist team to design and install a permanent mural on the newly constructed 29 undercrossing, a multi-use pathway providing pedestrian and bicycle connections between California Boulevard and Coffield Avenue, linking residential neighborhoods east and west of State Route 29.

The mural should express unique attributes of the City's history, resources, or character and align with the City's Public Art Master Plan. Project goals include creating an exciting and appealing public environment, preserving and enriching Napa's cultural environment, and enhancing the character of Napa through community-valued artwork. The mural will be displayed on concrete walls: Wall #1 is 165.17' long x 7.88' high, and Wall #2 is 140' long with heights sloping from 6.8' to 0.87'. The mural must be two-dimensional, weather-resistant with anti-graffiti application, and cannot include text, symbols, logos, flags, or colors reserved for traffic control devices. The final design requires Caltrans approval before the artist contract is signed. Artists must provide a disclaimer statement indicating the artwork reflects only the artist's views and not those of Caltrans or the Federal Highway Administration. The artist must also execute a copyright assignment and transfer agreement assigning all rights to Caltrans.

This RFQ is open to US-based professional artists or teams with experience executing successful mural projects. The budget is $60,000 (not-to-exceed), with the artist responsible for all materials including anti-graffiti coating. Submissions must include a letter of interest and 1-20 images of previous mural work. The submission deadline is July 28, 2023. Projected installation is November 1, 2023 – January 31, 2024, subject to Caltrans approval.
