About This Call
The City of Fremont is seeking artist proposals for a temporary mural commission at Fremont's Housing Navigation Center (HNC) in Downtown Fremont, located at 3300 Capitol Avenue. The artist will design, fabricate, and install the artwork. Three preferred areas are available for selection: Option A is a wood fence measuring 15 ft. x 5 ft.; Option B consists of three wood fence panels (12 ft. x 5 ft., 8 ft. x 5 ft., and approximately 7 ft. x 5 ft.); Option C is a path of travel on asphalt measuring 5 ft. x 293 ft. The artist has discretion to select which area to utilize and the number and size of installations, depending on funding availability. Options A and B would be on the interior of the wood perimeter fence, while Option C would require painting on asphalt to indicate the ADA compliant path of travel. Additional art opportunities within the site are optional.
The HNC is an innovative shelter model providing a clean, safe, calm, and flexible environment for homeless persons to rebuild their lives. It will accommodate 45 homeless community members who can stay up to six months while receiving rigorous case management services and support in securing housing. The HNC is currently funded for three years with an option to extend for two additional years pending funding availability. The mural should be positive in nature, inspire hope, and reflect the participants' journey out of homelessness. The artist is encouraged to include community participation through population-specific focus groups or community volunteering. After the HNC program concludes, the mural could potentially be reintegrated into another area within Fremont.
Eligibility is open to all professional artists at least 18 years of age with experience painting murals. It is preferred that the artist have experience engaging community members and leading a community mural project. Applicants must submit a letter of interest, updated resume (not exceeding three pages), at least two and no more than six images of previously installed work with title, medium, dimensions, and value, a conceptual art proposal with narrative and budget including material costs and price per square foot, and two professional references from past projects. The Art Review Board will evaluate proposals based on the strength of the conceptual art proposal and narrative, artist's resume and letter of interest, demonstrated ability to complete similar public art projects, proposed artwork's ease of maintenance, and adherence to public safety standards.
