About This Call
The City of Coeur d'Alene seeks to commission an artist or artist team to create outdoor sculptures or sculptural installations for two traffic roundabouts on Seltice Way (at the intersections of Seltice Way and Atlas Road, and Seltice Way and W. Idewild Loop/Grand Mill Lane). The roundabout sites are approximately 1.5 miles apart and 0.25 miles from the Spokane River. The Atlas roundabout is 85 feet in diameter and the W. Idewild/Grand Mill roundabout is 55 feet in diameter. Both sites have water and low-voltage electricity available. The completed artwork will become the property of the City of Coeur d'Alene, Idaho.
Design considerations should include any or all of the following: the Spokane River as a major waterway connection between Lake Coeur d'Alene and points west; Coeur d'Alene's history, its future and the region's natural resources; the significance of the Coeur d'Alene Tribe's history and presence; and durability to withstand the environmental elements in the Pacific Northwest with minimum maintenance. Artwork must be original works that do not contain advertising, religious references, political messages, or sexual content. The design should work "in the round," not create a distracting situation for drivers, and meet all applicable city building codes.
The budget for this project is $160,000, inclusive of all artist costs including design, management fees, subcontract and consultant costs, fabrication, transportation, delivery, installation, liability and insurance. All finalist proposals must include a 10% contingency. This project is open to all artists who are legal US residents, age 18 and over. Submissions must include a one-page cover letter, resume for each applicant (not longer than 1,000 words), a summary of experience fabricating and installing permanent outdoor artwork with a budget of at least $50,000, and up to six images with annotated information. Up to five finalists will be selected to develop proposals and will each receive a $1,000 honorarium. Finalists will be asked to provide detailed sketches, renderings, narration, budget, schedule and a 3-D model (maquette) of the proposed artwork. The selection committee will review submissions and interview finalists via video conferencing before forwarding a recommendation to the Arts Commission and City Council for approval.
