About This Call

The City of Greeley is seeking an artist to design and install artwork in the moat areas of City Hall, located at 1000 10th Street. The two-story round building, designed in 1968 in contemporary neoclassical style, features long subgrade moat-like areas on the west and east sides. A renovation project is underway to replace the roof, paint the exterior, install an ADA-compliant elevator, renovate the lower level, and add access control features. The moats are the focus areas for the new art installation.

The east moat concrete exterior wall is approximately 120 linear feet and the west side is approximately 60 linear feet. Both moats are approximately 7 feet deep and 8 feet wide. There are 17 plaster-on-concrete pillars extending below grade level (12 on the east side, 5 on the west side), each measuring approximately 14"x20"x9'H. Artists may incorporate the exterior perimeter concrete walls, columns below grade level, open space between columns, and metal railings into their designs, provided that daylight entering the lower level office windows is not blocked or minimized. Painted murals and mosaic applications are not recommended due to rust staining on the concrete walls. Access to the moats for City staff maintenance must remain in place.

The budget for artwork design, fabrication, delivery, and installation is not to exceed $30,000. Artists may optionally propose an artistic handrail design to replace existing metal railings, with additional funds up to $15,000 available if accepted. Handrail designs must follow all applicable building codes and safety regulations. One artist will be selected to collaborate with a project team of architects, engineers, and managers. Selection will be based on past experience with collaborative projects and work appropriate to the site. A minimum of two progress reports will be required during development. Final design work must be original and include all details necessary for fabrication and installation. Once the final design is accepted by the Greeley Art Commission and payment is made, the City will retain all rights to the design. The building renovation may be ready for art installation as early as June 2020 or as late as August 2020.
