About This Call
The City of Capitola and the Capitola Art and Cultural Commission seek an artist or artist team to create a Sidewalk Railing Art Project located on one of the primary entry routes to Capitola Village. The railing is approximately 90 feet long and should be a minimum 36 inches high from the sidewalk to the top. The project should follow the natural slope of the existing sidewalk and replace an existing 38-foot galvanized safety railing. The railing is on the street side of a 54-inch-wide sidewalk. Materials used should be weather resistant such as stainless steel, bronze, copper, brass, galvanized steel, or rusted steel (e.g., Corten). The artist must ensure their concept meets all ADA requirements and local building codes.
The public art project budget is $30,000 and includes all expenses related to research, investigation, design, fabrication, design documents, renderings, structural and engineering drawings, fabrication, transportation, accommodations, insurance, and all other project-related expenses. The artist will assist the City in installation of the artwork. This opportunity is open to artists working or living on the west coast of the United States in California, Oregon, and Washington. Applicants must be able to demonstrate they have all necessary permits to work in the United States at the time of submittal.
The selection process has two phases. Phase One involves a Capitola's Sidewalk Railing Art Project Committee reviewing submittals and recommending up to four finalists. Phase Two requires selected finalists to prepare detailed concept proposals and present them in-person to the Public Art Project Committee. Evaluation criteria include aesthetic excellence of past projects, appropriateness of prior concepts relating to public art and project goals, experience developing artworks in outdoor environments, and experience with construction materials and methods appropriate to the project scope. The City will contract with the selected artist using a standard design-fabrication agreement. Applications must be submitted online via CaFÉ by 11 p.m. PDT on October 31, 2016. Required materials include a summary of experience (1000 character limit per team member), current résumé (maximum 6000 characters per team member), 2 professional references, 6 digital images representing no more than 5 previously completed projects with location, year of completion, and cost information, and descriptions of past work including title, date, location, dimensions, materials, and budget.
