About This Call
The City of El Paso Public Art Program seeks to commission a professional artist or artist team to design, fabricate, and install site-specific artwork at Bartlett Park. Bartlett Park is a 6.2-acre neighborhood park located at 500 Bartlett Drive in West El Paso, adjacent to a major thoroughfare and surrounded by single-family homes and an elementary school. The park development project includes installation of shade structures, turf, xeriscape landscaping, picnic areas, a hardcourt with lighting, and trees and shrubs. The public art commission will create an interactive or functional public art piece that engages the community in the development of the concept and design.
The total project budget is $75,000 to include design, fabrication, and installation. This all-inclusive budget must cover design fees, travel expenses, materials, fabrication costs, insurance, engineering expenses, shipping and transportation, and installation costs. Artists must submit an artist statement, previous work examples, resume, and letter of interest via the CAFÉ website. Applications will be reviewed by an Artist Selection Panel, which will select a finalist to proceed to the next phase. The selected finalist will be placed under contract to provide design proposals for review and approval by the Public Art Committee, stakeholders, and the Museums and Cultural Affairs Department prior to fabrication and installation.
Design proposals will be evaluated based on artistic merit, appropriateness in scale and form, alignment with project goals, feasibility of construction and installation, budget and timeline feasibility, durability and maintenance considerations, and contribution to the diversity of the City's public art collection. The anticipated schedule includes Artist Selection Panel review in August 2017, notification to the selected artist in August 2017, and stakeholder review in September 2017.
