About This Call
The Arts & Science Council is accepting qualifications from artists for a public art opportunity at a new police division building in Charlotte. The finished project should be integrated within the building exterior or site structures, such as the building façade, fencing, gates, or pillars. Design of the building has not begun, and the selected artist will work with the facility architect to create an impactful, integrated project. The developed artwork should reflect both the Charlotte Mecklenburg Police Department and the west Charlotte neighborhoods they serve. The selected artist will be expected to engage with police department staff, the project architect, and area residents to develop the concept for their work. The artwork should assist in creating an appealing facility that addresses and welcomes neighborhood residents.
The project budget is $53,550 to cover all artist fees, design, fabrication and installation, including travel, public meeting presentations, models, shipping, administration, taxes and insurance. This call is open to all U.S. professional artists. Artists who have received a commission or purchase for over $25,000 from the Arts & Science Council cannot be considered for another commission or purchase for 3 years after the date of a signed contract or letter of agreement. ASC staff, County or City staff, Public Art Commission members or their immediate families are not eligible to apply.
The artist will be selected based on artistic merit in concept and fabrication, experience incorporating artwork into architectural elements of construction projects, demonstrated ability to collaborate in early project phases with design teams and community stakeholders, and demonstrated ability to complete projects on time and within budget. An Artist Selection Panel comprised of representatives from the Public Art Commission, Charlotte Mecklenburg Police Department, Neighborhood & Business Services Department, the architect, art professionals and west Charlotte neighborhoods will review applications and recommend an artist. The Public Art Commission and the Board of the Arts & Science Council will approve and contract with the artist. Applications must include 8 images and be received by January 17, 2014 at 5 p.m. Eastern Daylight Time.
