About This Call
Operation Downtown, a Self Supported Municipal Improvement District in Downtown Des Moines, seeks public art to activate and illuminate the area beneath the 8th Street Viaduct where it rises from Mulberry Street. The organization supports beautification and safety concerns in downtown Des Moines, the fastest growing metropolitan area in the Midwest according to the 2016 US census.
The project addresses public safety issues at the viaduct's underside, which is dim and bordered by parking ramps and lots. The site consists of two sections leading south from Mulberry Street towards Cherry Street. The first section has low headroom that gradually rises to just over two meters at the first support. The second, higher section between the first and second supports has significant headroom. The front of the third support, a large concrete span facing Cherry Street, is the final component. The primary consideration is the addition of light through secure installation of durable fixtures. Sustainable and self-contained energy systems are encouraged. Paint, sculptural installation, or other modes of working are acceptable provided secure installation is handled well. Successful proposals will include aspects of diversity and an insightful awareness of the urban environment.
The total budget for this project is $12,000, inclusive of all artist fees, travel, materials, fabrication, installation, and professional services. Estimates for expected maintenance should be included and will be negotiated upon selection. Up to three proposals from selected artists will be funded at $500 each. The artist selection will be based on demonstrated experience on similar projects, success translating the concept through their work, relevance to Operation Downtown's mission, quality of sample work, durability of previous artwork, ability to meet deadlines, and expression of vision. Eligible artists must have attained expertise and recognition in their medium, demonstrated by works in private, public, corporate or museum collections; receipt of awards, grants or fellowships; completion of public commissions on a similar scale; or participation in exhibitions at major museums or galleries. Project completion is expected by May 1, 2018.
