About This Call
The City of Greeley Art Commission is seeking an artist to design and create an artistic fence for the Xcel Energy substation at the 10th Street & 23rd Avenue intersection. A budget of up to $230,000 is available for approximately 830 linear feet of artistically designed fence. All artwork must be original or limited edition pieces, and all forms of media appropriate and complementary to the project, theme, and site will be considered. Artists must have previous experience working on public art projects with multiple entities on a single project.
The artistic design must be incorporated into an impenetrable security fence with a minimum height of 8 feet plus three rows of barbed wire. The fence may be designed to allow viewing into the substation property or to block the view from outside. Materials from the existing fence may be incorporated into the new design. The fence must be durable, low maintenance, and resistant to vandalism. All designs must follow Xcel Energy regulations and City of Greeley policy. The total contract amount includes design fees, execution, transportation, travel, site preparation, lighting, landscaping, and installation. Projects proposed to exceed the budget will not be considered.
Up to 5 finalists will be selected during initial review and must attend an onsite meeting in Greeley, Colorado with the committee. Each finalist will receive a $700 honorarium to cover costs incurred in the final proposal process, including travel for one onsite meeting. Final proposals will be assessed on level of detail, aesthetic merit, originality and creativity, appropriateness to Xcel Energy and the high visibility intersection, structural soundness, and vandal resistance. Selected finalists must present final detailed proposals no later than May 12, 2014. The project must be completely and satisfactorily installed by November 2014. Applicants must submit a resume showing previous experience with inter-governmental entities and similar project design, manufacture, and installation, plus a letter of intent describing the expected design approach, materials, understanding of the physical setting and functional requirements of the fence. Work samples should include 4-6 images.
