About This Call

The Arts Council of Lake Oswego invites artist submissions for the Gallery Without Walls outdoor public art exhibition. Artists may submit up to three works per artist or artist group. Submissions of completed works as well as proposals for new works to be completed by August 2023 are accepted. Artwork will be displayed throughout the downtown business district for a two-year exhibition period from summer 2023 to summer 2025. Submissions will be evaluated by a Selection Committee based on overall quality and merit. Submissions from emerging, mid-career, and established artists, as well as collaborations or teams of artists are encouraged. Works of a variety of media including sculpture, new media, projections, and murals are sought. Submissions of artwork created within the last three years are highly encouraged.

Up to fifteen artists, with one artwork each, will be selected by the Selection Committee. Selected artists will receive an honorarium of $1,000. Selected artists are also eligible for an annual People's Choice purchase award of up to $20,000 (with a 30% gallery fee). Selected artists are invited to attend the annual Gallery Without Walls Celebration in September. Selected artists will enter into a two-year contract with the City of Lake Oswego. During the exhibition period, works will be available for sale with a 30% gallery fee paid to the Arts Council. Sold artworks must remain on display for the contracted exhibition period.

Artworks are generally displayed on concrete plinths of varying sizes and locations. Options include earth mounting in parks or greenspace and utilizing building facades for murals or projections. A limited number of plinth locations have electrical capability. Selected artists will be notified of their display method in May. Anchor methods are either anchor bolts or weld only depending on the assigned site location. The Arts Council's provided contractor will install all works, and artists or a representative are required to attend installation. The City will maintain liability insurance during the exhibition period. Artists are responsible for delivering work and attending installation and de-installation. Artwork cannot be shipped. The Arts Council reserves the right to reject work that differs from the original proposal or does not meet standards of durability, safety, and quality. Artists in the current 2022-2024 exhibition are ineligible to apply.
