About This Call
This Request for Qualifications (RFQ) seeks artists to create two permanent, three-dimensional commemorative sculptures for the Honolulu Civic Center. One sculpture shall portray the life, vision, accomplishments, impact and legacy of United States Senator Daniel K. Inouye, and the other shall honor United States Representative Patsy T. Mink. Each sculpture shall include a likeness of the respective figure at some stage of their life. The approximate budget for each sculpture is $250,000, with final budget to be negotiated based on sculpture site and proposal. The contract amount covers all artist services including design, design presentations, fabrication, installation, pedestal, landscape treatment changes, labor, materials, facilities, equipment, transportation, storage, travel, living costs, insurance, taxes, identification plaque, and photographic documentation.
This RFQ is open nationally, although preference will be given to Hawaii artists. Hawaii artists are defined as those who were born and/or educated in Hawaii regardless of current residence; obtained major artistic training and development in Hawaii; are Hawaii residents; or have made significant impact in Hawaii through exhibitions, installations, and/or commissions. Non-Hawaii residents should explain their relationship to the state and dates of past residency and/or work. Interested artists should submit a resume, artist's written statement of design philosophy and interest in the project, and up to seven (7) images of completed work. Selection will be based on artistic merit as evidenced by digital representation of past work, appropriateness of the artist's medium, style and professional experience, and Hawaii artist status (priority). After the application deadline, qualified candidates will be presented to Art Advisory Committees for review. Semi-finalists may be asked to interview or develop detailed design proposals. Selected artists are required to obtain a General Excise License from the Hawaii State Tax Office and a certificate of vendor compliance from Hawaii Compliance Express before contract award.
