Artwork must be created from durable materials to withstand pedestrian interaction. All artistic elements may be required to comply with applicable building codes, including the Americans with Disabilities Act and the 2018 International Building Code (IBC).

Eligibility is limited to professional visual artists or artist teams at least 18 years of age based in the Kansas City Combined Statistical Area (CSA), which includes the Missouri counties of Andrew, Bates, Buchanan, Caldwell, Cass, Clay, Clinton, DeKalb, Jackson, Lafayette, Platte, Ray and the Kansas counties of Doniphan, Douglas, Franklin, Johnson, Leavenworth, Linn, Miami, Wyandotte. Work samples should demonstrate qualifications for the project and include title, medium, dimensions, project budget, year completed, and location for each work.

2-5 semifinalist artists will advance to the RFP phase and propose 2-D designs. Semifinalists will be paid a design proposal stipend of $1,000. The budget available for the final project is $60,000, all inclusive, covering artist's fees, travel, engineering, fabrication, supplies, material costs, labor, permits, licenses, insurance, shipping, delivery, documentation, and installation. The selection panel will evaluate proposals based on excellence, relevant prior experience with similar scale projects and stakeholder coordination, appropriateness to the site and project context, and durability of materials and processes. The finalist's proposal will be presented to the Municipal Art Commission for approval prior to contract development. Tentative timeline: semifinalists selected late October 2024, semifinalist proposals presented early January 2025, artist contract executed January-February 2025, art installation Spring 2025.
